(This is where I get serious because it's something I'm passionate about) The current 'HitFilm Express' licence is valid for every Express version 8 and up. dropping official Windows 7 support was the only Spec change for Windows between 2017 and 12.3, but most people found that it ran just fine under Windows 7 anyways (there was even a Windows 7 specific bug fix at one point). Even though Windows 7 is not officially supported, you should be able to run HitFilm 11 (maybe 12.3 too) in Windows 7 just fine for the most part.
